Developing Social Entrepreneurship in the EU: A Cross-Country Analysis

The development of the European social model rests on the concept of social entrepreneurship. The concept has a significant contribution to the development of the European social economy. Social entrepreneurship has a remarkable potential, through its innovative solutions, to play an indispensable role in the social cohesion of EU Member States. The development of social economy in the EU contributes significantly to employment creation, sustainable growth and a fairer distribution of income and wealth.

Thanks to the social sector it is possible to combine profitability and social inclusion and to achieve correspondence between services and needs in the public and private sectors. It is essential that compared to other sectors this one has demonstrated its economic and social potential to better address the economic crisis. Therefore, it is getting more and more support for development in almost all EU countries. However, there are significant differences in the scope and scale of development of social economy within the European Union.

The purpose of this study is to examine the state and development of social entrepreneurship based on different national models in six EU countries. The majority of the study is based on the results of the comparative analysis of experts’ evaluations occupying different positions in the social economy structure of the following European countries: Greece, Bulgaria, Ireland, Italy, Malta and Estonia.

As the current study shows, social economy enterprises in their various forms (including social enterprises) play an important role in boosting the competitiveness and efficiency of the European economy in many different ways: by directing the fragmented and untapped resources towards economic activity; local resources mobilization; enhancing the culture of entrepreneurship; elimination of market rigidities; promotion of market flexibility and production at multiple locations – and these are just some of the examples. Social economy enterprises also have a greater capacity to preserve employment and prevent job loss during difficult stages in economic cycle, as we have seen in the current economic crisis. The number of advantages of social economy enterprises obviously lead to their growth within the EU. This trend is confirmed in the countries surveyed – Bulgaria, Greece, Italy, Ireland, Estonia and Malta.

The results of the survey show that the interest in establishing enterprises with predominantly social objectives and providing social services to vulnerable groups and society in general, is big in EU countries. This interest is particularly strongly expressed in Estonia, Italy and Ireland.

The diverse nature of social economy, as well as its concepts and organizations with different legal forms, are perceived in all surveyed countries, without any particular differences. The establishment of social enterprises identifies and distinguishes those organizations that work within the framework of the statutory standards and are eligible to benefit from policies designed to promote and stimulate social economy and the establishment of social enterprises in cooperation with the private sector (Tepavicharova, Bencheva, 2016d).

Social enterprises require a wide variety of supports in order to maximize their benefit to society and many sectors from Government to the media can help to provide these supports. One particular type of support which is required, however, is that of business advisers who are specifically competent in the kinds of supports and capacity building required by social enterprises.

The social enterprise in the countries surveyed is perceived as a way of doing business. The objectives of social enterprise are often linked to social and/or environmental programs. These are for-profit enterprises but they are created to address social issues; they are aimed at satisfying the needs of the local community or achieving social changes, not just for personal profit. They strive to combine entrepreneurial leadership and innovation – typical of the best of private business practices – with social objectives. They deal with a wide range of social and environmental issues and operate in all areas of the economy.

An important feature is that they pay dividends to shareholders, just as in the private sector. Their aim is to reinvest the profits in order to achieve social goals. Social enterprises have a key role in regeneration and economic development and in the promotion of social inclusion. They provide jobs and services sometimes where the private sector has not entered or has withdrawn, sometimes on behalf of the public sector, and sometimes through a joint venture. Social enterprises in the EU play an essential role in helping to create a strong, sustainable and socially inclusive economy.

The Rexel Foundation’s joint-skills Platform for social entrepreneurship

The purpose of the social innovation Platform is to boost innovative social models that improve access to energy efficiency.

The joint-skills Platform for social entrepreneurship is a collaborative work tool to drive the adoption of energy efficient practices:

  1. Identify social innovations in France and Europe
  2. Accompany and support the initiatives of social entrepreneurs
  3. Provide a place for members to share knowledge and resources
  4. Evaluate the performance and impact of these innovative models for a sustained investment

IDENTIFY SOCIAL INNOVATIONS IN FRANCE AND EUROPE
The Rexel Foundation, with help from its partners, identifies associations, cooperatives and social enterprises providing innovative models in the energy sector.
The first entrepreneurs to have joined the Rexel Foundation platform were the eight winners of the IMPACT Energy Efficiency program organized with Ashoka in 2013.
Seeking to expand its research in Europe and Asia, in 2015 the platform sent two partners to meet with energy industry actors: Advise for Change in Southeast Asia and Europe Tomorrow in Europe.

ACCOMPANY AND SUPPORT THE INITIATIVES OF SOCIAL ENTREPRENEURS
At each step in implementing their project, then developing their activity, the needs of social entrepreneurs are both numerous and diverse: from the communication plan to financial expertise, from marketing strategy to recruitment, every department in a partner company has skills to share.
When an entrepreneur expresses a need, the Rexel Foundation clarifies it with the entrepreneur before identifying professionals from among the partners who wish to contribute their expertise.
Many forms of support exist and every partner can use its resources to help advance the projects of social entrepreneurs: donating equipment, providing logistical support, funding or expertise.

PROVIDE A PLACE FOR MEMBERS TO SHARE KNOWLEDGE AND RESSOURCE
The purpose of this platform is also to bring together various players in the Social and Solidarity Economy: social entrepreneurs/innovators, and in the traditional economy: partners (NGOs, companies, associations, etc.), all striving for a Better Energy Future.
Newsletters, webinars and annual meetings help keep members informed and active. Tools will be added to enhance the platform over time.

EVALUATE THE PERFORMANCE AND IMPACT OF THESE INNOVATIVE MODELS FOR A SUSTAINED INVESTMENT
A tool for assessing impact is available to platform members so that they can evaluate (1) their project’s performance and (2) the impact generated. It includes:
  • An illustrated guide with projects already supported by the platform
  • Tools to encourage reflection
  • A dictionary of energy sector impact and indicators

The Impact in Palanga is Turned ON: 7 New Social Businesses Have Emerged

Last weekend the social business sprint “Turn the Impact ON” took place in the sunny resort of Palanga, Klaipėda region, where no less than 7 new social businesses emerged victorious and now will continue on creating innovative solutions to important social problems in Lithuania. These businesses also won an invitation to the social business accelerator and 15.000 euros investment for the successful development of their social business.

12 teams were invited to the workshop in the extraordinary outdoors office “3O — Out Of Office” in Palanga. The whole weekend the teams had a possibility to consult with experienced marketing, IT innovations, and other experts. This seaside workshop is the second social business sprint of the project „Turn the Impact On“. In the first event in Panevėžys, due to the decision of the judge’s committee, 6 more teams continued developing their social business ideas.

„We are putting into practice the projects, that in two years will increase the number of social businesses in the country at least in one third. This weekend social business sprint was orientated exactly into social business model founders in Klaipėda region. We were kindly surprised that there appeared to be no less than 64 teams and 23 individually motivated people wishing to participate in the event. The 12 strongest teams were selected and after three days of active work, consultations and studies, the committee selected 7 teams into the final — their potential and planned social impact seemed to be the biggest and the most promising. We were concerned about the effectiveness, innovation, and stability of the suggested solutions, besides, we estimated the motivation, entrepreneurship and, of course, the financial capacity perspective of the teams, „ — told Simona Šimulytė, the organizer of the event, CEO of European Social Entrepreneurship and Innovative Studies Institute, initiator of “ChangeMakers’ON”.

The interest in social business development is increasing in Lithuania — the organizers have noticed, that the project catching the attention of more and more young, motivated people, whose business model priority is not only financial profit but also a positive impact on the society, meaningfulness, and sustainability.

However, it could be noticed, that nowadays Lithuania still lacks a general understanding of social business and what makes it different from the traditional business. In order to answer these questions, participants of the event and all the interested citizens of Klaipėda region were invited to the panel discussion „What is and what is not a social business?“, where 7 social business experts were sharing their knowledge: Marius Pareščius (the vice president of „Paysera“, expert of information technologies and cybersecurity), Dominykas Karpovič (the co-founder and partner of „Xwhy“), Aušra Paulauskaitė (project manager of „Versli Lietuva“ — „Enterprising Lithuania“), Arvydas Bložė („Practica Capital“ Investment manager, Startup.lt), Paulius Nezabitauskas (Manager of innovations and entrepreneurship department in Kaunas Science and Technologies park), Viktorija Bražiūnaitė (the leader of Lithuanian social business association) and Simona Šimulytė (CEO of European Social Entrepreneurship and Innovative Studies Institute, initiator of “ChangeMakers’ON”).

On the other hand, those who had a good knowledge of the social business model also had a great variety of needful business ideas. The team „MaMaDu“ is creating a special online platform for families with babies, where the registered members will receive an everyday SMS message with a piece of advice about babies‘ needs. Also, the information about emotional or physical family prosperity could be provided.

The team „Bangų terapija“ ( „Waves’ therapy“) is ready to support the integration of the children and youth with autism spectrum disorder with the help of the wave therapy — regular training would help them to find an attractive and active physical activity. Besides, this social business would promote education about safety in the water.

The team „Sweetest“ specializes in video creation and is working on solving the employment difficulties for people with disabilities. Having some personal experience in this field, they would teach the disabled people to make video recordings and educate them, so that later they could work at other enterprises.

Another winning team „Keliaujančios mamos“ ( „Travelling Mums“) is planning to help mothers with children by introducing them to educational activities and general world knowledge. The „Keliaujančios mamos“ fellowship will educate and motivate young mothers and families to travel with their children, no matter what age they would be. The families would get different consultations about the needed things, psychological preparation, recommended places to visit, etc.

The team „Nougat Wear“ noticed, that women working in clothing production businesses are usually from socially fragile families, therefore, the team intends to develop the clothing production factory with a friendly and motivational atmosphere. They would employ women and encourage their self-realization, entrepreneurship skills, and equal rights at work. Besides, they would help the environment by reusing old clothes and leftovers of the fabrics, creating more awareness in this field too.

The team „In The name of” (liet. “Vardan Tos”) has intentions to restore the abandoned and vanishing objects of cultural and historical heritage for the „second chance“, modernizing and adjusting them accordingly to the needs of modern people. Therefore, tourism in some regions would be motivated, the local employment level would increase and the local community would come together.

Another team — „Nerijos laboratory“ (liet. Nerijos laboratorija)plans to invite people to escape from crowded cities and everyday’s routine to nature. The team is going to organize expeditions in Neringa, where people would learn to feel and explore nature, reality, and culture, would be involved in creative activities, encouraged to find out more about themselves, and how to feel safe in the surrounding society.

The special prize — 6 months of mentoring, which will help to develop their business plan with experienced businessmen abroad — was given away for the team „Bcreator“. They are developing the idea of an online website, where young people will be able to find out about entrepreneurship, leadership, marketing, teamwork, and other topics.

All 12 teams were positively surprised with many additional prizes: project’s friend „Hostinger“ gave every team a chance to use the website creating tool „Zyro“ and website hosting service, besides, „Paysera“ gave a 4 months possibility to use electronics shops payment initiation services.

Connecting creativity and ecology in social commitment projects

MAMYWENE studio is an organization based in the grounds of the old shipyard in Gdańsk Poland, run by two energetic women. The studio specializes in ecological and participatory activities, creating social commitment projects and interesting workshops. It also helps with employee integration and implementation of the assumptions of corporate social responsibility.

MAMYWENE aims at showing natural alternatives to cosmetics and cleaning products but also inspires to give products a second life through their creative usage and producing interesting, useful items.

In one of their social innovation projects I Pack to My Own, MAMYWENE encourages to replace disposable plastic packaging with their reusable counterparts by such activities like sewing shopping bags and conducting lectures. “Thanks to this, we reduce the amount of waste produced and we care for the environment, but also for our own health” says Alicja Żarkiewicz, MAMYWENE co-founder. The project received the patronage of “Gdańsk without plastic” which promotes ecological attitudes, taking care of nature but most of all reducing the amount of plastic used in everyday life.

The achievements of MAMYWENE studio were appreciated by IKEA, Energa, mBank, Radio Gdańsk, Pomorskie Science and Technology Park, Gdańsk Entrepreneurship Foundation, Provincial Fund for Environmental Protection and Water Management, European Solidarity Center, Institute of Urban Culture,  Centre for Ecological Information and Education and many institutions in the Tri-City.

The organization was distinct in Gdańsk City of Entrepreneurs competition in the category of Social Responsibility Business and got 1st place in the person category and the audience award in the Zero Waste Cups 2019 competition.

Erasmus for Young Entrepreneurs: An Exchange for Entrepreneurially-minded Individuals

Although pandemic restrictions leave a footprint on all travel plans, entrepreneurs shape their business concepts and business plans! This is a preparation time for lifetime professional adventures and the programme Erasmus for Youth Entrepreneurs cannot be missed out…!

What it is?

Erasmus for Young Entrepreneurs is a project initiated by the EU. It aims to help new entrepreneurs acquire relevant skills for managing a small or medium-sized enterprise by spending time with an experienced entrepreneur in one of the 27 EU Member States, UK and the COSME countries: North Macedonia, Iceland, Montenegro, Turkey, Albania, Serbia, Moldova, Bosnia-Herzegovina, Armenia, Ukraine and Kosovo*, as well as entrepreneurs from the outermost regions and overseas countries and territories (OCTs) . It contributes to improving their know-how and fosters cross-border transfers of knowledge and experience between entrepreneurs. Erasmus for Young Entrepreneurs comes under the Small Business Act for Europe which considers this project a key contribution “to create an environment within which entrepreneurs and family businesses can thrive and entrepreneurship is rewarded

How does it work?

New entrepreneurs gather and exchange knowledge and business ideas with an experienced entrepreneur, with whom they stay and collaborate for a period of 1 to 6 months. The stay is partly financed by the European Commission.

There are 4 phases of applications

  1. Application phase
    Interested New Entrepreneurs (NE) and Host Entrepreneurs (HE) apply online and select an Intermediary Organisation (IO). The IO responsible assesses the application and give feedback to the application about their eligibility/acceptance in the program.
  2. Matching phase
    Once accepted, the NEs and HEs will have access to the online catalog where they can view all the profiles and start a match. Alternatively, IO can facilitate contacts between the accepted entrepreneurs and propose a match between them.
  3. Contracting and preparation phase
    Once the match is accepted by both the NE and the HE, a commitment (activity plan) is prepared with the help of their IOs. This activity plan is an online document, that includes the objectives and expectations for the exchange, the business/work/learning plan, tasks, responsibilities, legal implications document is signed in between all parties (NE, HE, IOs). The NE signs a financial agreement with his/her IO which stipulates the conditions of the financial assistance.
  4. Implementation phase
    NEs and HEs complete the stay abroad – in accordance with the objectives set in the commitment – in one or more phases and report on them. The IOs responsible monitor the value of the activity and evaluate the results.

What are the benefits?

As a new entrepreneur, you will benefit from on-the-job training in a small or medium-sized enterprise in another Participating Country. This will ease the successful start of your business or strengthen your new enterprise. You can also benefit from access to new markets, international cooperation and potential possibilities for collaboration with business partners abroad.

As a host entrepreneur, you can benefit from fresh ideas from a motivated new entrepreneur on your business. He/she may have specialised skills or knowledge in an area you do not master, which could also complement yours. Most host entrepreneurs enjoyed the experience so much that they decide to host other new entrepreneurs afterwards.

It is is a win-win collaboration, which facilitates the discovery of new European markets or business partners, different ways of doing business. On the longer-term, more networking and collaboration opportunities may arise, e.g. joint ventures, sub-contracting activities, contractor-supplier relationships, etc.

Social economy in area of tourism? Why not!

The Galar Gdanski Foundation was founded in 2018 to activate people from social exclusion, nurturing Polish culture and national heritage,  and promoting the history of Gdańsk.

In  2018, the Galar Gdanski Foundation started a new tourist service – CityTour – “Galar along with Gdansk”. In 2019 we launched a new route – “Galar along with shipyard” – as the only commercial unit in Gdańsk we offer tours of strictly shipyard waters. The cruises take place on replicas of historical wooden boats from 17th century, which for 400 years was sailing on the Motława River with all the goods, such as coal, salt, soap, grain etc.

In 2019 We started professional internships for youth from the child care home. We provide them with all necessary training and give work during the holiday season as a skipper. In 2020, we want to expand our project by activating seniors as mentors for young people. The seniors and youth will make a boat crew. We expect young people to get good practices by working with seniors and to draw from their huge life experience.

Our future plans are to build a living museum of boatbuilding.

In 2019, as the only one organization in the region, we were awarded by the Ministry of Family, Labor and Social Policy the 2019 Quality Mark of Social and Solidarity Economy in the Debut of the Year category.

Get to know the HS Prekursor Social Cooperative from Warmia and Masuria region, Poland!

The HS Prekursor Social Cooperative was established on the initiative of the Wydminy Commune, (Warmia and Masuria region in North-East Poland) and the Forum NGO’S association. They operate in both the business and social areas since 2017.

HS Prekursor is a multi-industry cooperative dealing with:
– care services for the elderly in their place of residence (services are provided at the request of the Municipal Social Welfare Center);
– they run a school canteen and provide catering services for kindergartens and residents of the nursing home. Additionally, they offer delivery of lunches for private individuals. To meet the needs of older people, they guarantee free delivery of food to the place of residence.
– maintenance of gardens and greenery care services (we care for public space in Wydminy, and we also provide these services for private individuals)
– cleaning services (we clean offices, warehouses, summer houses etc.)
– advertising agency (we make printed mugs, graphic caricatures and other advertising gadgets, such as leaflets, banners, business cards).

The cooperative provides its services mainly on behalf of the Wydminy Commune on the basis of permanent contracts concluded with it, as well as on behalf of private persons. Thanks to the fact that one of the founding members of the cooperative is the local government of the commune, we can constantly develop, we have a guarantee of constant income provided by contracts for individual services, and thus we can provide permanent jobs for people who are distant from the labour market in various ways.

Currently, the commune supports the cooperative, treating it as a partner in solving social problems such as unemployment, social exclusion, and ageing of the society. HS Prekursor bases their business development on the actual demand of the residents for the proposed services and the potential of our employees.
The main goal and mission of the HS Precursor Social Cooperative is the activation of the unemployed, socially excluded and disabled. They want people who are distanced from the labour market for various reasons, to get a chance to change their current lifestyle. Social Cooperative wants to use the potential of these people, give them development opportunities and create a social enterprise based on a strong and committed team. Currently, the cooperative employs 20 people under a contract of employment.
