Harju Entrepreneurship and Development Center (HEAK)
April 26, 1995 MTÜ Harju Enterprise Center (HEK) was founded in Keila, Estonia. The NGO was engaged in providing advisory services to entrepreneurs. 1998 HEK was reorganized and on June 2, 1998 the Harju Enterprise and Development Center (HEAK) was established. The activities of the Foundation were extended to the county. In 2003, the Government of the Republic approved the concept of a network of county development centers (RDPs). The areas of activity include advisory services for civic associations and local governments. The network includes 15 development centers all over Estonia. coordinated by EAS.2014. Since 2003, the county development centers have been operating under an independent network agreement coordinated by the Järva County Development Center.
