The main objective of the joint organisation (KredEx and Enterprise Estonia merged) is to support entrepreneurship and the improvement of living conditions in Estonia, increase our international competitiveness, visibility and attractiveness as a place for business, living and studies.

Under the KredEx brand, the joint organisation continues to help: 

  • businesses to develop faster and expand safely into foreign markets by providing loans,
    risk capital, credit insurance and guarantees backed by state guarantees 
  • improve people’s living conditions by offering loan guarantees for home purchases, backed by state guarantees
    and loans, guarantees and grants for implementing energy efficiency solutions 
  • develop the startup ecosystem and represent the interests of the startup sector as an umbrella organisation, so that Estonia will sprout increasingly more success stories in the field of technology. Entrepreneurship is of key importance
    in the implementation of the digital, green and innovation transitions.

Harju Entrepreneurship and Development Center (HEAK)

April 26, 1995 MTÜ Harju Enterprise Center (HEK) was founded in Keila, Estonia. The NGO was engaged in providing advisory services to entrepreneurs. 1998 HEK was reorganized and on June 2, 1998 the Harju Enterprise and Development Center (HEAK) was established. The activities of the Foundation were extended to the county. In 2003, the Government of the Republic approved the concept of a network of county development centers (RDPs). The areas of activity include advisory services for civic associations and local governments. The network includes 15 development centers all over Estonia. coordinated by EAS.2014. Since 2003, the county development centers have been operating under an independent network agreement coordinated by the Järva County Development Center.

Tartu Centre for Creative Industries in Estonia

Tartu Centre for Creative Industries (TCCI) was founded on May 14th, 2009 by Tartu City Council. TCCI operates as the coordinator of creative industries in Tartu by providing creative industries related information and training, legal and economic consulting for creative entrepreneurs, as well as business incubation (+ pre- and post- incubation) services. The main focus in on creativity – creativity is becoming the key component in several sectors and this has a focal role in achieving not only economic objectives, but also improving our environment, quality of life, innovation and competitiveness. As a result, creative industries play a considerable role in regional development, tourism and increasing the state’s export capacity. Therefore, social enterprises in creative industry are more than welcome to the business incubation at TCCI.

TCCI is providing office space for up to 40 creative companies.

Sotsiaalne Ettevõtluse Inkubaator

SEIKU is Estonia’s first social entrepreneurship incubator located in Tartu, South-Estonia. The goal is to help local people, NPOs and other interested parties to start their own social enterprises.

The main target group for the incubation program are people who are interested in social entrepreneurship and are willing to work intensively for 3 months to form their concept of a social enterprise and create a business plan which would be the base to start their own enterprise.

Pre-incubation (3 months) mainly consists of a training program, which helps the participants to think through all aspects of starting a business. The main incubation program lasts for 7 months and the goal is to help social enterprise ideas to function as real social enterprises

Kodukant, the Estonian Village Movement

Kodukant, the Estonian Village Movement is an association of non-governmental organizations, structured at three levels – village, county and national. Kodukant was set up officially in October 1997 and now has about 5,000 members.

Kodukant embodies the spirit and values of the villages and is driven by a passion to retain rural life and traditions. Kodukant’s aims are to give technical advice; to promote networking and communication; to arrange training and capacity building; to act as advocate for rural communities; to support local initiatives; and to foster co-operation at all levels.

Kodukant is the most important promoter of the Smart Village concept in Estonia. Kodukant is supporting the social entrepreneurship in rural areas by consulting, training programs, development of teaching materials, etc.

Estonian Social Enterprise Network

Estonian Social Enterprise Network, a non-profit association working for the public benefit. The NGO was founded in 2012, currently they have 51 of top Estonian social enterprises as members. Estonian Social Enterprise Network provides programs for social enterprise development concentrated on increasing sales and improving scope, quality and impact of their activities, using a variety of methods like design thinking and action learning.

Estonian Social Enterprise Network is working closely with the main stakeholders in the field of formal and non-formal education in Estonia.Estonian Social Enterprise Network has been supported both by national (e.g. National Foundation for Civil Society, Ministry of Culture) as well as international funders (e.g. Nordic Council of Ministers, British Council).

Support organisation fighting poverty – NESst

NESsT is an organisation, whose purpose is to support social enterprises fighting poverty.

Currently the organisation has 10 running projects in Central European and Latin American countries and invest in 50 social enterprises in different countries. The organisation also supports Social Enterprises in the Baltic area.
